Baffling behaviour, is this the best 40K powerscaling can do at this point? I guess it got shelved by anyone with half a brain a decade ago as a solidly mid-tier setting so the leftovers would have to be dogmatists with no option but to try and drown out everyone else.

Either is great but absorb refills your own stores.
Also overextending is always nice, mostly unneeded, but nice nonetheless
