The units turned in the M9s, so they don't have them on hand anymore. Their off in some depot somewhere and it will take a few days to get them shipped out and issued. The units all have M4s on hand, so that's what they'll work with until then. Notice that the memo tells them to contact someone for stuff they can't do with M4s. That's probably to figure out who to scramble the limited M9s and M11s they have on hand to.
