Is he really? Because he sure seems like yet another stooge blindly obeying nameless letters from the unseen mastermind. This quest feels like a point-and-click adventure game puzzle. The dead body under the stairs was not a "clue", it was a script trigger that unlocked the next dialogue option in the chain I need to complete before I can pressure the nobles.
