What are characters like Peg Pete on this scale?

I guess they hide all the tails of the animal people in spoonerville in their pants. It never comes up. Pluto has a tail and mickey as well and yet we never see Pete or Goofy's in any media, even the old stuff. Peg's cat ears are hidden in her hair and are later forgotten entirely by the final episodes of the show when both the show and extremely goofy movie started to give some of the dog characters human ears for whatever reason.
