I think they were both conceived early on, like Toby said, they were inspired by Spy vs Spy.
It makes sense since ch2-5 were intended to be released together with Spamton alluding to Tenna multiple times in both his secret boss dialogue. HEY EVERY ! was never Spamton's leitmotif but an incomplete version of Mr (Ant) Tenna's TV Time jingle. I think the connection was supposed to be way more obvious if you played ch2 and 3 close together as opposed to the 4 year wait we got where we only got to see Spamton.
The Pipis scene and hidden dealmaker/puppetscarf dialogue were probably the only things added retroactively due to Spamton's popularity, since they don't have any connective tissue from ch2. Pretty much every Tenna line alluding to Spamton was echoed by Spamton in ch2.
