Personally, pick Heisei (either Godzilla vs Biollante or Return of Godzilla depending on if you want a solo or Vs. movie), or if you can handle old movies then go for the 1954 one (or Shin Godzilla) since it's genuinely great. The former also doubles as social critique.
If you are retarded, Final Wars is a dumb fun movie deliberately trying to be ridiculous like the Showa era stuff but also trying to have cool millennium action at the same time, it's the pinnacle of "action moves bang together COOL" movies in my opinion.
