This is also ignoring the parasitic generals, /dbs/, /opg/, /csm/, shit that is just people already from other boards or sites that don't interact with /a/ at all and have no qualms with flooding the rest of the board is their generals get banned.
There is no "Well if the jannies just do something, things will get better". There is nothing to improve. I don't know where people get the idea that after 7 years of circling the drain there's some secret cabal of /a/utists who want to "save the board".
