Forums still exist. You may hate some of them (for legitimate or illegitimate reasons), but there are many that are still active. There's even equivalents for the two largest generals on the board- Kanzenshuu holds the oldest DB specific forum that is still very active, and ArlongPark is a fairly good OP forum.
Other sites will get some raised eyebrows, but they're still active and can fit your needs- SA is still very active and lowtax is dead so it's... basically the same, but lowtax is dead.
MAL forums are incredibly active and full of retards that are about on par with the retards here. Even has some overly wordy spergs who write paragraphs of inane nonsense.
Of course, I only listed surface level forums. Because you start there.
Also, the majority of /a/nons I've met outside of /a/ have been on discord. Not in 4chan specific ones, just in random anime discussion channels where I'll recognize their 3x3 or their specific posting style. Similarly, a majority of /m/en post like autists on twitters or run their own blogs (blogs are still around, you just have to find them yourself retard).
