There's no real answer to this, most of blanches 40k stuff is from before all that was fleshed out and categorised. 2nd one might just be art for its own sake and not 40k. 1st guy could be anyone from Inquistor to plantery governer to a random civvie. 40k is a weird alien hellhole that are only realted to us by being humans. But everything about them is utterly unrecognisable to us
