Here's the thing. The line between "anime" and "cartoons" isn't as clear as some people like to pretend it is. Because most anime understands and are proud of its inspirations, including western media, which most anime does take inspiration from in some shape or form.
This is in sharp contrast with western attempts to copy anime, simply taking it a surface level without even bothering to understand it.

What might as well be the biggest anime in the world right now, that nobody can say isn't "anime" is One Piece, and it happily shares that its visual inspirations are western. Most classic Hannah Barbara, to Tim Burton, to Asterix, to Disney, to the main character literally being "rubber" (rubber hose) and a trickster, there is no denying One Piece is very western animation inspired and proud of it, Oda himself even said his main inspiration for One Piece was Vicky the Viking, a series of western children's books, albeit ones that eventually got an anime adaptation, but still kept the original style from said books

Even the most "anime" anime you can probably think of has its roots in western media, if not western animation, than western film.
