She's never getting buffed, she was intentionally designed to be a bait character.
She has a low skill floor, low skill ceiling and you'll rarely get rewarded for anything you do. They even nerfed her phases so she can't flank, dive or larp as a flier.
The only real way you can make her valuable is if you're able to bodyshot 75% of the time with her M2. and, at that point, you might as well play any other character.
