Or you can just download WHDownloader and slipstream the updates by yourself with abbodi's WHD-W81UI.
Sure, there are stuff like WSUSOffline, but it has been years since there was a release, and I dunno whether it still effectively fetches the latest updates.

If you feel adventurous, you can run Windows Update yourself on a fresh install, and wait hours and hours for the scan to finish, unless you install the prerequisite updates that will kickstart it a little. You'll be in for a wild ride.

8.1 doesn't officially support ESU (even though TSForge can add ESU license data into the system's trusted store - which will at most replace the validation check suppressor function of BypassESU Blue), but you can piggyback on Server 2012 R2 updates up to Oct 2023 with non-ESU updates, and up to at least Oct 2026 with ESU updates (and then see how's things with Premium Assurance - an odd number of people still using Vista with Server 2008 updates don't seem to complain.)
You'll still require BypassESU Blue, especially when it comes to fooling Windows Update into offering Server 2012 R2 updates so that you won't have to check manually in the Update Catalog or the Knowledge Base articles.
