So my friend just started out and there's a penance that needs him to kill Scab Radio Operators. In my 300 hours of playtime I've never heard of or seen the fucking things. Hell, I just taught me about it. What's the trick to getting that penance done (spawn condition, difficulty level, specific mission types or maps, etc.)?
