Based on them having a seemingly normal marriage pre-Garden and him hoping she'd stay with him if she knew, it seems like the answer should be that he loves her. But he won't say that. Even when he can admit that he irrationally wants to stay with her even though he has to lie to her for the rest of his life.
Is it because Yor sees too much of herself in the situation and Axeman doesn't want to lead her by the nose like that?
