I agree with this. I wonder if it's much more postmodern on the ground and on social media, memes and so forth, but the political aesthetics of the state can be very High Modern, stuff that you'd see in the U.S. in the 1920s-1950s:

But I think Chinese society is also much more individually atomized than often assumed about them with the image of a giant bug hive. I've heard Chinese saying this, that they're much more individualistic in reality. The nature of their political regimes is that you have a centralized bureaucracy that handles the big stuff (the "water reservoirs") and then you have a bunch of Chinese as "loose as dust" doing whatever and minding their own business and building all kinds of dangerous contraptions in their backyards.

Europe is constantly disintegrating but somehow finds a way to establish itself as a community. The European Union is a result of Europe imploding. Each time Europe rebuilds itself, it fails, but it also fails better each time.
