I saw this in the 03 credits and it made me think of this discussion. Seems like Julia is supposed to be an exception. If those level 10s are supposed to be canon and not purely a gameplay thing, I'd assume Rance told Lia at some point in 10 to start taking cute girls in so he can fuck them regardless of how capable they were.
