Deterrence through violence. It was automatic capital punishment springled with torture on the public place for anyone involved if you were found out.

But it's not things the governments like to talk about, otherwise ppl would ask questions (like how come the CIA secretly shipped a fully functional USD printing press to the USSR back in 1980 to support their war effort during the afghan debacle while publicly supporting & funding the mudjahidins and well.. the cold war thing you know..)
