I'm basing my thought on this WarCom article they did. Reading between the lines, even the designers seem a bit frustrated with the baloonification process. Maybe schizo, but to me those paragraphs say "bean counters were knocking on the door every day when they saw the size of this thing"
Also consider that when GW made a balloon army for their other game, they conspicuously used "floating round things" that are not balloons at all, disproportionately small. I think that the relatively large amounts of plastic used in balloons, the lack of detail and inability to transport them, the insistence that all models are ABS plastic and you can't switch materials ever, nor do they tend to support detachable segments... All these sacred cows of GWs design would seem to make balloons their nightmare.
