Tsar bomb was a heavy ICBM warhead testbed a whole DECADE before the technological advances has allowed to decrease ICBM's CEP to the point when smaller warhead could achieve acceptable amount of destruction on the target, and to develop MIRV warheads by reducing the size of the warheads.
