Yeah, he was asked a question about what the main characters would look like in a live-action movie. To me that doesn't 100% answer the question of what race Naruto actually is because Kishimoto, like other mangaka, is known to appeal to Westerners, which is why there are Black people and rap in Naruto. He even retconned one of the Raikage (the third Raikage?) to be Black.
