If he's already been built up and crowned champion, then act like it. Champions aren’t legitimized by working downwards, they prove their worth by going toe to toe with other top names. Starting his reign with a feud against a midcarder undercuts the entire point of winning the title. You're not "testing" him, you're stalling his momentum. Giving him the ball means putting him in big matches with big stakes, not seeing how he does with a guy the audience barely sees as a threat. That's not how you establish a main eventer, it's how you sabotage him.
