After doing a bit more research, the second part can be further simplified to "in base the sea proper." And yeah, blazonry is almost like a programming language. And it can get wild, too; here's the blazon for Richard "the Kingmaker" Neville, 16th Earl of Warwick, which I'm dreading having to paint on a 28mm miniature:
