Japanese societal culture is a constant Shopping Cart Test where people are constantly cleaning up after themselves and others, not causing needless noise, waiting for crossing lights when there is literally no cars on the road, all these little things where there is 0 direct immediate benefit to them it's just part of their identity.
Ironically the increased presence of foreigners slowly chips away at Japan's identity and unspoken rules. Even if they're not scary black people or stinky indians. White people love to be loud on trains (not as loud as blacks, but still loud by Japanese standards), hate to wear masks, and they absolutely love to put and smear their fingers and child-like hands all over shop windows and display cases and everything, and obviously they love to wear shoes indoors.
