Nothing changes because people are comfortable with where things are at. They're uncomfortable at change and even though their lives suck ass, they know shit can get worse quick. it can also get better but they don't want to take that risk.
I think some people know this already but post a certain event I think it's impossible to write a work that pulls an FF7 (early) or something in the west.
