It highly depends what the goals are for the company
For shift up, it was clearly just to expand their company past "gacha game" because being reliant on a single game isn't a long term good strategy. it's like how capcom makes the bulk of their money with monster hunter and resident evil, but they have other divisions like street fighter too even though it doesn't bring as much cash
so the fact SB sold decently well and is getting good reviews is just icing on the cake, it's a success on all fronts
