Literally all of them, except Onaga, who took an entire retarded quest to get defeated after he absolutely bodied everyone.
MK never had established power levels like some other fighting games have, jsur a vague notion that Lui Kang was at the top followed by Shao Kahn, probably.
MK9 (actually vs DC) started the trend of having to play multiple characters in different chapters, but the villains often get excluded from that. So guys like Baraka, Ermac and specially Reptile just lose all the fucking time.
