Literally all of them, except Onaga, who took an entire retarded quest to get defeated after he absolutely bodied everyone.
MK never had established power levels like some other fighting games have, jsur a vague notion that Lui Kang was at the top followed by Shao Kahn, probably.

For Goku, this is him having to really, actually contend with the ideals he had gained after his training with Kami and how much he despises Freeza in that moment.
A few exist more as 'meta' ideas though (God being representative of Dragon Ball's revival, Blue being representative of a continuing franchise), but the Freeza ones are absolutely tied to growth.
Golden Freeza is the first step Freeza takes towards being a different person. The reason it fails is because he is still internalizing his past self, he got the new form and immediately rushed to fight Goku, which led to his defeat as he never learned the form.
Black Freeza is him internalizing that- he trained, presumably, for years. I imagine that if the manga ever did continue, this would in fact tie into a greater Freeza arc where he is no longer the lazy sadist sitting in a chair, but rather someone with intense pride in their own ability a la how Vegeta used to be.
