The Terminus Decree is named such as not to describe a condition to be executed against the Emperor but the Grey Knights themselves. If the Emperor were to "break containment" from the Golden Throne it would be obvious that the Custodians would be right force to contain such a failure. Instead I believe, as revealed to me in my dreams, that the Emperor achieving release from the Golden Throne would instigate a final action of the Grey Knights. The 666th Chapter would undergo the "Terminus Decree" a ritualized self sacrifice of themselves for an act that only they are capable of and were originally designed for. The "Shaman" theory of the birth of the Emperor claims that in Humanity's early history the Emperor was born from the warp fusion of a collection of powerful souls consciously sacrificing themselves to reconstitute within the warp and birth into realspace the Emperor. My idea of the truth behind the Terminus Decree is that upon the Emperor absconding the Golden Throne the Grey Knights would perform this ritualized self sacrifice as a catalyst to reform the Emperor to return to the duty of stemming the empyerean from breaching realspace. Remember the Grey Knights were hand crafted from the Emperor's own genetic stock and are all warp attuned. The idea that they act as a real space reserve of the Emperor to "break incase of emergency" could hold true if the Shaman warp fusion theory holds merit.

tl;dr Emperor finally blinks and Chaos begins to spill into reality in a doomed future Grey Knights all an hero and their constitute Emperor genetics and warp presence reconstitute into Pure Shard Emperor/Starchild who mantles the Golden Throne yet again
