No, it's been less than a year. The incident with Hatohara was the same incident that Chika's brother disappeared, and we see during that flashback that it was the end of April/start of May. Rinji vanishing was Osamu's impetuous for joining Border as he was angry at how powerless he was.
Then Kuga arrived in late November or early December. His battle with Miwa squad was December 14th. Then he and Chika's formal enlistment ceremony was January 8th. So it's still a few months short of a year that Hatohara, Rinji, and anyone else they had with them went missing.
