Civ 6 was the perfect game with shit AI. There was no way to make a good sequel without solving Computer intelligence.
So they dumbed everything way down so the computer could better kerp up. It worked as the combat is much more fun in 7, but everything else is a big step back.
That and they obviously rushed it out.
