It's really difficult to quantify smartness because intelligence isn't a straight line. I know people who are ridiculously smart for one thing, but complete idiots for another. Women are on average emotionally smarter than men, because that makes you a good emotional manipulator which was key to their success.
It also makes sense from a world-building perspective. If you make men better at feats of strength, then you have to give something to women. Women real natural strengths don't often lead to good heroic roles because women are naturally supportive, not leading, so you can give them something like magic.
Usually the way it's done women are more natural with magic, but never truly top crop, that is reserved to the few men who are truly autistic and hyper-focused on it (being hyper-focused on one thing is a very masculine trait, while being a generalist is more feminine) and become grand wizards.
