It has nothing to do with rating boards and has not since the start. It wasn't rating boards that ultimately killed Omega Labyrinth Z (although the brits did bong, but it was cleared almost everywhere else including America), but Sony blocking the release. The same deal here; it was not rating boards that killed the Neptunia Re;Birth games' western releases on Switch (they're all T-rated) but Nintendo themselves pulling in-house content policies out of their asses. The same with Tokyo Clanpool; it has an M-rating from the ESRB that it now has no use for because the platform it got said rating for blocked it from release on its own.
