Well you can because people did move their entire lives to these places expecting for their families to be able to live there for decades, that they were living in a prosperous age. That is why those dead cities where less than nothing happens are still filled with people- those people can't really go anywhere else without abandoning their family's history and basically everything they have, and they'll never be able to sell off for a good deal either (issue is bigger in more urban areas like Detroit where the majority of the population might be living in places they don't even own, so they can't sell at all).
