Gaster was doing some insane experiment with Darkness and when he "fell into his creation" he was metaphysically annihilated across all possible worlds and can no longer exist within Deltarune or Undertale, but somehow persists outside of them.
That is the Gaster we're speaking to, the one who knows we were looking for him in Undertale and invited us to the world of Deltarune. Maybe to correct his mistake? It would explain the personal connection, perhaps responsibility, that he seems to feel toward Kris, Noelle and Susie.

The Forgotten Man is the vestigial remnant of Deltarune's Gaster, one of the "pieces" of Gaster. He should not exist, and yet traces of him remain, in the rooms between rooms, in places that cannot be seen. He is only a memory, of the Man who was not there.
