All stories that have conscious living entities will have the story progress as a result of their actions. The focus is not the characters but the meaning behind their actions and what happens as a result. It's thematic storytelling.
There are better ways to focus a story if the intent was to draw attention to the characters and their motivations, it would involve a lot more dialogue, conflict and contrast and far more of the MC being involved in their lives.
Because we're witnessing the aftermath, their stories are complimentary or used to enforce the overall theme.
