Outerplane, that’s Dahlia in her summer costume, one of the main characters of season 3. Im not sure if the deal is still going but right now her summer skin can on obtained from a special summer package that’s like 50% less than just buying her costume from the shop (I recommend picking limited tickets since they give 1.5x as opposed to ether/diamonds). If you’re f2p though then ignore that and just build up for summer right now it’s rerun of last year. The game does have free costumes as well, but for the current rerun the free costume is the loli in the background.
