Always has been as long you skip a banner every once in while. Out of 6 banners since the start the anniversary I've +5'd three costumes, +3'd 2, and got one to +1. You obviously can't get every costume to +5 as ftp but as long as you comfortable making compromises it's pretty easy get +5 for the ones you really want.

i'm a newfag, but from what i noticed and read, Bunny Eclipse is great. DJ Venaka is great. 90/90 Granhildr is the cornerstone of defense. Maid Rubia is a menace on atk so i've been experimenting with her on defense but idk whether i want to switch my defense order yet.
i'm using Priestess, High Elf Archer, Teresse, Meido Rubia, Geanhildr.
i have 43% defense win rate. this is the order i use.
i feel that i need to swtich Teresse and Priestess to avoid diagonal attacks on Geanhildr but Teresse is a decent tank...

Justia's best costume for PVP is Blood Glutton; Otherwise her summer costume is the next best mostly because the dodge helps her survive lots of damage. As one anon said, she'll needs attack boosts so Lathel or Liberta are both solid choices; crit rate and damage do nothing for her

For defence you want a 'wall' type character i.e. someone that can build either 90 magic res and/or defence. Grandhildr's idol costume is great since she forces teams to build to counter her taunt thus usually protecting your team. Other good preemptive costumes are Morphea's and Lathel's. Glacia's Alice skin is very strong with a self-revive and reapplying taunt, and her school costume both helps her tank magic and does lots of magic damage. 90/90 on her is actually decently realistic too though it's expensive. Seir requires lots of setup which is hard to get in PVP and is vulnerable to Justia's element but is hard to take down otherwise when set up. Lecliss' entire kit is probably best, because barring dispels she's almost guaranteed to one-shot low defence/hp characters

Fun mentions; Teresse's Angel of Destruction and Summer skins have some use, since her bleed can often hit very hard, is 1SP at +3, and can easily kill with the knockback. It's also very difficult to get high chains in PVP so do anti chains. She also just has a lot of HP which comes in handy
Olstein removes buffs while also having a huge offence debuff in a 3x3 range thus almost ensuring your team lives, as well as an SP draining silence though he NEEDS dupes to be cheap on SP and isn't durable without lots of rerolls on gear
Eclipse and Venaka are both very strong on defence and offence, and speaking of offence, Eleanor's base costume and all of Schera's are important for dispelling taunts and barriers/energy shields

They're timegated, you need to read 10 stories to get an interaction but you only can read 3 per day. Unlock story is free so it takes 3 days to unlock an interaction.

you'll gain 1 5* every 100 pulls.
there is a counter in each banner (draw points). they can be exchanged for the character at 200 pulls. so 200 pulls nets you 3 5* characters in total.
draw points can be exchanged at any time for powder of hope (i think it's 1:1).
there is a powder of hope shop that that has random characters in addition to characters that just ended their banner AS LONG AS THEY ARE NOT LIMITED. LIMITED CHARACTERS HAVE THE "SPECIAL" TAG ON THEIR BANNER.
