And 99.99% of warbands aren't powerful or influensal enough to get said supply lines.
In reality even most CSM warbands are basically just pirates running around in power armor that's basically jerry-rigged junk cobbled together from whatever pieces they can get their hands on.
GW just doesn't show this off in the kits well because they prefer to sell uniform looking armies.
Basically Cypher is a perfect example of what CSM should actually look like. Just add some chaos spikes and trim and you got it.
