You can "buy" a officer cadet detachment using 1 of those detachment slots but need to put 2 hqs in there to net 1 more detachment on top of what you spent to get the officer detachment. So for example if I need 7 detachments, i would have a main detachment (1), 4 detachments (2,3,4,5) from from hqs from detachment 1, then I need 4 more hqs to net 2 more detachments. So in this case I need 8 hqs? Time to start buying centurions then.
