Erikur is a symptom of a larger problem, which would be the Empire's obsession with taxes. They have ruined Skyrim (alledgedly) through constant draining of items for trade, even the East Empire Trading Company has been exporting boatloads of natural Skyrim resources to the Summerset and LYING about it.

Vittoria Vici, the Emperor's cousin, is also guilty of this practice, so it isn't a phenomenon exclusive to Erikur alone, despite her trying to avoid it or even lie and say that she isn't selling to the Thalmor.
