Why are Blood Angels allowed to have a Death Company captain that leads a Death Company unit?

I thought the whole point of the Death Company is thats where the crazies go because they can't follow orders anymore let-alone lead other marines when all they see is Horus. They need Chaplains around just so they don't murder each other.
