Well yeah, narratively it's an outlier (destroying light with raw power doesn't make sense btw, this is why people default to it maybe being stars because there's no display of hax where they delete photons anywhere in OPM), but Garou not knowing how strong he is or how he and Saitama have gotten is still practically a plot point in the fight.
Like that other anon said, Saitama getting that high is the favorable interpretation, not the reasonable one. At best he's like star level because he could casually destroy Jupiter, and very quickly too, like example Frieza blowing up Planet Vegeta is counted as small star level by some people because it's a big planet.
