Tank parking lot refers to tank miniatures being pretty much in base contact. It's not so much about being static, just about the unit density being too high for the miniature scale.

Like, I want at least a little bit of space between my vehicles in a WW2 game. They're not macedonian pikemen. I think if you played it at 6 or 3mm it would look a lot better on the table.
