you can run this with executioner for the carnival thing, apply bleed/burn on every enemy on the map
then hit the fire button on fire psyker to proc every instance of burning on the map, congrats you now gained enemies x 1dmg2pen, usable every turn (assuming you can cast carnival, but thats easy with chronomancer clock and inquis ring)
