is touring a fair weather affair? I wouldn't know, I am a "just commuter" (regardless of the weather) as well as a hobby fred who isn't afraid of a little water, hence my subjective personal preference for being able to stop (I believe in the yuro racing scene they say "but brakes aren't for stopping, tulio said they're for modulating your pace in the peloton")
be careful with future upgrades, if your brakes don't suck you might fly over the bars ;-)
