I don't think Shadow killing people for a mission is out of his character, just like I don't think Shadow only saving some because of his mission is reductive of his character. Its just weird how none of the more empathetic hero characters tried to learn anything about Infinite or why he is doing what he is doing, in spite of the game establising his messed up backstory

That empathy to connect to the villain, even an unrepentant or non-sapiant one, was a major part of Dark age Sonic storytelling that was missing in Forces with its handling of Infinite
