Doesn't Sage herself technically count? There's been all this buzz about where she fits into the cast dynamic post-Frontiers, enough that her showing up in IDW is its own hook since it'll give insight on what Sega allows for her.

I think a lot of people, both in the fandom and working on the franchise, would love side media that expands the IP reach in ways that the games can't while also supporting the franchise finically, especially if it can play nice with what the games have established

Archie didn't always play nice with the game canon, but Sega and IDW were definitely looking at its stable success for Archie the publisher when they decided to commit to another Sonic comic

I think literally every single other OC has interacted with more characters than R&T either because they predate them or have bigger roles. their introduction only served to give Eggman some "badniks" to shoot in SA2 and as a result the militarism they introduced to the series always felt redundant when Eggman started to get armies for himself. I disagree. Eggman's thing is more industrial and theatrical in most cases - you don't see the aesthetic of, say, Metal Harbor or GUN Fortress in places like Eggmanland or Lava Shelter.
Moreover, they're good for giving a bit of perspective for the world about how nuts our main cast is; maybe the soldiers aren't capable of outright going toe-to-toe with big baddies, but they're still scrappy enough to try and do what they can while keep civilians out of the way in a manner that fits them better than groups like the Restoration. They can butt heads over ways of doing things that assentuate that Sonic's living by his own rules despite the heart of gold without needing a designated "contrarian" like Sally or Lanolin (though a representative member of the organization do the role with actual teeth as an "ally, but not quite a friend"). Like I said, cool setpieces and boss fight potential.

Cool. So now Sonic is considered an enemy of the state. Let's assume he isn't overwhelmed by GUN's might. GUN, which controls the entire infrastructure, hurts from Sonic's destruction. The drain on the military that Sonic is creating makes other sectors like energy and food get less support. The quality of life decreases and while the people might not like GUN's actions, they definitely don't like Sonic's rash and unprompted defiance. There might come a point when GUN starts forcefully conscripting people to fight Sonic, and while all of this is happening, there is STILL the threat of Eggman, the Armada, and others taking advantage of the in-fighting and crushing both Sonic and GUN.
