their introduction only served to give Eggman some "badniks" to shoot in SA2 and as a result the militarism they introduced to the series always felt redundant when Eggman started to get armies for himself. Like I said, cool setpieces and boss fight potential.
Hell, it's proven they're flexible enough that they don't have to take center stage, but can still be felt in a supporting role: providing Shadow with intel and support throughout 06, for instance.
