Here's a before and after of what I'm talking about with the diraque empires racial power. It lasts a minute and with ~6 mines at 100 culture this was the bonus I got from it. It is absolutely wild how fast it makes your units. If you use it right before assaulting an enemy base your catapults and battering rams do like 2 hits per second and absolutely level buildings and base defenses in like 5 seconds flat.
