Susie and Noelle are just kind of shit in terms of chemistry. I wouldn't go so far as to say it's forced since real life relationships can start off slow, the issue is that narratively it's nothing too interesting and the fact that it seems written in stone doesn't exactly inspire much interest as well. The only thing it has going for it is "cute lesbians." And that's basically 99% of the fanart/posts about it outside of this site.
Suselle would have unironically been more interesting if Noelle wasn't so obsessed over her from the beginning. Like, actually make Noelle kind of put-off and defensive about the person who used to bully her childhood friend and then slowly warm up to her over time. Instead, whenever Noelle and Susie share the same screen it's like Noelle's character takes a nose dive and she just turns into "Susie's cute girlfriend-to-be." If Susie was a guy the normies would be shitting all over their dynamic.
