Alright, I'm just gonna ask it. Where the FUCK did all the development time go? Don't get me wrong, Chapter 3 and 4 are great, but seriously, they don't seem like they took nearly 4 years to make. Chapter 3 is literally one area with some low quality Link's Adventure games and a few Hotland-esque minigames. Chapter 4 has a good story but the environments are just okay. Also there's barely any NPCs in either chapter, with like zero new talk sprites, except for Susie and Ralsei.
And writing the story shouldn't take any time at all either, Toby said years ago that he had already written everything.

The real answer is complicated.
Chapter 3 was the non-standard chapter, which meant it was filled with wacky gimmicks and weird random bullshit. Most of the development time of Chapter 3 went towards the minigames themselves, reworking them over and over again trying to make them work, and the other time was taken up by reworking the pacing in the areas. There are a LOT of cut segments in Chapter 3. Board 3 was cut, an entire area was cut, multiple rooms were cut, multiple battles were cut, an entire enemy was cut, multiple minigame modes were cut, multiple songs were cut, etc etc etc.
All of those, despite being cut, took up major development time as well, and the only reason they were cut was because they hired the producer to get the chapter out the door in the first place. Then came bugfixing and testing all these things over and over again, cutting, reworking, remaking... it doesn't sound bad enough until you realize all these gimmicks being tested are entirely new, which means probably broken to shit and unfun to play.
Then, as if things weren't bad enough already, Chapter 3 wasn't the only thing they were working on. They were also working on Chapter 4 and Chapter 5 at the same time, which meant their attention towards the gimmicky, completely new minigames was divided. Chapter 4 had a way bigger emphasis on Light World segments, which up until now, was basically just a rehashed code amalgamation from Undertale. Menus were broken, multiple things straight up didn't work, the layout didn't include any notable save areas for playtesters, a bunch of assets and lines of code were dumped from Undertale without them being used anywhere IN the light world itself, and many other problems. Which meant, of course, a complete rework of what they already had. While also making the minigames.

Really, it's all thanks to the producer telling them to cut half of Chapter 3's content and cut Chapter 5 from the bundle that we even got anything in the first place.

Youre a moron if you think Toby was just writing and rewriting this chapter for 5 years straight. Half of chapter 3 is NES quality assets that could be fastly made and chapter 4 is sparse on Darkner.

Toby is rich and chilling in Japan with his wealth while using game development as an excuse to stay there on a long term business visa. Toby is not treating Deltarune like a 9 to 5 job and will never crunch, he just works on it when he feels like it.

Because it's not based on genuine affection. Noelle fell in "love" before even getting to know Susie at all, her crush is based entirely on appearances, and then as you play you learn that those initial appearances about Susie are completely erroneous and while she played them up, she wasn't truly happy with it. Then the majority of the game is you seeing Kris and Susie bond and recover from the absolute pits of despair they were immersed in because of each other, meanwhile Noelle is still mostly sitting in the sidelines fantasizing about "I'll eat your face" Susie.

Also I hadn't thought of it before, but as the other anon said, UT already did the "jock girl x nerd girl" thing with Undyne and Alphys and even then it was hardly popular or well executed at all.
