Alright, I'm just gonna ask it. Where the FUCK did all the development time go? Don't get me wrong, Chapter 3 and 4 are great, but seriously, they don't seem like they took nearly 4 years to make. Chapter 3 is literally one area with some low quality Link's Adventure games and a few Hotland-esque minigames. Chapter 4 has a good story but the environments are just okay. Also there's barely any NPCs in either chapter, with like zero new talk sprites, except for Susie and Ralsei.
And writing the story shouldn't take any time at all either, Toby said years ago that he had already written everything.

Chapter 3 was the non-standard chapter, which meant it was filled with wacky gimmicks and weird random bullshit. Most of the development time of Chapter 3 went towards the minigames themselves, reworking them over and over again trying to make them work, and the other time was taken up by reworking the pacing in the areas. There are a LOT of cut segments in Chapter 3. Board 3 was cut, an entire area was cut, multiple rooms were cut, multiple battles were cut, an entire enemy was cut, multiple minigame modes were cut, multiple songs were cut, etc etc etc.
All of those, despite being cut, took up major development time as well, and the only reason they were cut was because they hired the producer to get the chapter out the door in the first place. Then came bugfixing and testing all these things over and over again, cutting, reworking, remaking... it doesn't sound bad enough until you realize all these gimmicks being tested are entirely new, which means probably broken to shit and unfun to play.
Then, as if things weren't bad enough already, Chapter 3 wasn't the only thing they were working on. They were also working on Chapter 4 and Chapter 5 at the same time, which meant their attention towards the gimmicky, completely new minigames was divided. Chapter 4 had a way bigger emphasis on Light World segments, which up until now, was basically just a rehashed code amalgamation from Undertale. Menus were broken, multiple things straight up didn't work, the layout didn't include any notable save areas for playtesters, a bunch of assets and lines of code were dumped from Undertale without them being used anywhere IN the light world itself, and many other problems. Which meant, of course, a complete rework of what they already had. While also making the minigames.
Really, it's all thanks to the producer telling them to cut half of Chapter 3's content and cut Chapter 5 from the bundle that we even got anything in the first place.

Other than 'opposites attract' and 'strict mom wouldn't approve of it making it more appealing', what exactly is the chemistry between Susie and Noelle?
Kris and Susie are both social outcasts that became unlikely friends, and in Susie's case Kris is her first friend in town. They go through adventures together that shape who they are in just four short days.
Kris and Noelle are childhood friends who seemed to do everything together until tragedy struck their families. Kris used to play music for her, a concert just for her she'd call it. The tragedy that pulled them apart (Dess' disappearance) is also a main plot point and once its resolved will probably have lasting effects on their relationship. In weird route, they are forced together in a way that hurts them both, ironically making the other the only one who can relate to each other's pain.
Noelle and Susie... is small soft smart girl and big dumb tough girl. And we already had that from Undyne and Alphys. They only know each other from class unlike Kris and Susie or Noelle and Kris. It's just shallow.

I don't think either character is in a mentally healthy enough position to actually be feeling romantic feelings, they're both coming from quite twisted places and traumas and expect something to "go wrong" in either route in chapter 5.

It's sort of the main issue I have with you here and the other thread. It's not so much a matter of what's canon but more just questioning the character development within Toby's writing. I believe there are legitimate concerns with how Noelle in particular is being written, and using the "TOBY WANTS IT THIS WAY" isn't some magic card that can be summoned to shut down discussing it TBQH. It's the same with how I question his plans for Asgore, and whether he wants him to suffer or not is circumstantial to wanting something more interesting done with him — though I do feel like something's coming his way.
